RV3DR, QSL manager for MIR contacts, advises that on December 24,
1993, December 31, 1993 and January 6, 1994 the MIR space station
will be transmitting special digitized voice messages on its
normal frequency of 145.55 MHz. The message repeats every tow
minutes. Sergey says that the developer of this equipment is
DL2MDE.
ANS thanks RV3DR for the information that went into this bulletin
and James Mollica N2NRD for relaying it to us.

Internet callsign servers here is an alternative.
N8EMR's Ham BBS, 614-895-2553 has an email server up and running.
The Server is based on Buckmasters Fall 92 database.

You MUST use the reply line now.. To many people with bad
reply paths.. I got tired of seeing the errors bounced back to me.
There are two command line options. One is REPLY. This command
is used to specify the return path to use for the callbook request.
You can use internet @ or bang ! path format.
The second command is CALL. This command is used to specify a list of
callsigns. Each call sign is seperated by a white space. All other
lines and info are ignored.
E.G.
# mail callbook@n8emr.cmhnet.org
REPLY user@site.domain (your reply path, ! or @ format.)
CALL n8emr w5rrr (list of calls, space seperated)

No, Jeff, most hams don't go to libraries or read books.
Few of the public do either, whether hams or not.
I believe this is primarily because reading is too painful for them.
Judging by the quality of the English most hams write (just examine the
typical packet radio message), the written word has become a lost art.
That's probably why so many manufacturers are now offering instructions
on video - too many customers can't read the old-style instruction sheets.
Sad, isn't it?

I once heard that 3% of the population had library cards. Then
I read the 5% of the public buys books.
I wonder what perecentage have VCRs and video rental cards.
I know that many homes I visit have few or no books. I am alos
stunned by the number of radio amateurs that do not have any manuals
or handbooks on their favourite hobby.
Could the lack of literacy be related to the falling numbers
involved in participatory activities?

Tell me some more about your mobile antenna setup. I considered buying a
Kenwood TS-50, but it seemed there were too many headaches in trying to
get a " clean " antenna mount. I did not want to destroy too much of the
car's paint or lines.

SUBJECT: MGT - Observations - Part 3/3
The Radio officers said that their programs suceeded because:
1. It is clearly established that the county official is in
charge -- not an outside organization.
2. They train in and perform some duties other than two-way radio
because that is what is needed by and useful to the local government.
3. The radio officer is accepted as regular staff and attends
staff meetings, goes to the agency office regularly, and actively
seeks new and expanded ways in which the volunteers can serve the
agency and local government. In other words, the RACES (or by whatever
name) is not a declared disaster-only operation. Unfortunately, that
last interpretation of the RACES is still widely misunderstood and
propagated by those with a different agenda.
A few reported that their packet bulletin board did not carry the
RACES Bulletins and that the reason was unknown. I suggested they
contact their BBS sysop to work backward through the delivery system
to identify the drop out. The RACES Bulletins are by and for all
communications volunteers in government service --- and not just hams,
either.
Some disaster management officials with whom I spoke said they
have a fine RACES group but never heard of and saw the RACES
Bulletins. I pointed out that the RACES Bulletins are addressed to the
official and not the messenger (recipient station). If the official
claims to have a fine group but isn't getting the mail because it's
not being forwarded -- well, there seems to be a problem with the
messenger, does it not?

I don't think the intent is to "hide" the link data from the casual user, but
that it is not relevent to the intended market of the ARRL Repeater Directory.

Not to mention the fact that the ARRL "band plan" printed in the directory
is NOT USED in much of the country. Please join your local coordination

Knowing where the repeater is can be valuble, because a standard 3
second topo data base is available that when given the lat/long of the
repeater and the antenna pattern info can predict the coverage. Note
that coverage can be different depending on the frequency involved - 6m
has very different coverage from 2m even from the same site and power.
Ditto 2m/220, 220/440, 440/1200. If the coverage maps were to be
developed from repeater locations, then a knowledgeble user could
simply plug in a new repeater himself, and not have to wait for a
vendor update. A method of copying the info from an existing repeater
at the same site would be a good interim method.
I have seen two differnt windows based highway map products. The one
that I can remember the name of is Del Orme, is CD based, and I think
is available from Egghead. I don't remember the other name.

There is a standard 1200 baud interface for most GPS rx's that gives
latitude, longitude and time of day. Crosshairs and a clock in a corner
would be a nice feature. Esp. if it self adjusted for Daylight time and
time zone.

I'd like to see that - for example one wide area machine near me has a
30 second timer. Every local knows it, every visitor times it out. A
text comment block for W6FNO could warn the visitors, and let them know
about the Tues night 7pm roll call.

Also list the cross band systems and linked systems somehow. Look up
the ZIA connection in AZ & NM. 8 (I think) systems - what goes in on
one comes out on all. Ditto the Condor 220 system in CA. Perhaps
clicking on one would show the coverage of the one, plus a zoom-back
icon when clicked woudl show the coverage of the network (just OR the
coverage zones, then zoom to fit the display).

I don't think there is a standard voice recognition system except the
Windows Sound system, and it's recognition doesn't work very well with
the limited audio bandwidth (300-3khz) from the average handy scratchy.
The idea is nice, but not as valuable as the info block or the GPS
feature.

2m and 70cm repeaters in Victoria
Hello there all, I am a student at the University of
Victoria in Canada and am have my tech. license (WH6PB). I was
hoping that someone out there would be able to tell me where I
can find a list for the 2 meter and 70 cm repeaters in the Victoria
area. I am using a relatives account to post this, and I
can't get this newsgroup at the University, so I would appreciate
if you could E-mail me some suggestions.
I was also wondering what the advantages of 2m over 70cm
were and vice-versa. I am just getting into ham-radio, so any
advice would be a welcome addition to my limited knowledge.

Never-the-less in the context of the "repeater database" that was the subject
of this thread, Scott's call for such information to be published makes perfect
sense. I would hope the database would have uses the ARRL directory does not
try to address.
